Le Parlement Européen condamne les autorités égyptiennes pour leur violence contre les COPTES
Résolution du Parlement européen - Jeudi 27 Octobre 2011
Le Parlement Européen condamne l'assassinat des Coptes qui protestaient
pacifiquement à Maspero, s'attend à une enquête indépendante et
transparente pour juger tous les responsables, y compris les médias
égyptiens qui ont appelé la population à protéger l’Armée Egyptienne des
attaques par les Coptes ; et exhorte les autorités égyptiennes de
libérer les 28 chrétiens et autres personnes arrêtées.
Le Parlement Européen prend note de l'annonce par le gouvernement
égyptien d’un décret immédiat dans le but de légaliser le statut de
lieux de culte chrétien dont les permis de construire sont considérés
incomplets ; insiste sur la lutte contre la discrimination et sur la
traduction en justice des responsables de la violence contre les Coptes.
Le Parlement appelle les autorités égyptiennes à veiller au respect des
droits fondamentaux tels que la liberté d'association, de réunion
pacifique, d'expression, de religion, de conscience et de pensées, et
ceci pour tous les citoyens égyptiens, y compris les Chrétiens coptes.
Le Parlement appelle les autorités égyptiennes à assurer une protection
adéquate des églises, de mettre un terme à leur destruction par des
extrémistes islamiques, et prend note de l'adoption d'un nouveau code
pour la construction de lieux de culte.
Le Parlement est préoccupé par les enlèvements de jeunes filles coptes qui ont été forcées à se convertir à l’Islam
Il exhorte les autorités égyptiennes à mettre fin à la discrimination
des chrétiens coptes, par exemple en supprimant la référence à la
religion dans tous les ********s officiels et d'assurer l'égalité des
chances, y compris la représentation dans les forces armées, dans le
Parlement et au gouvernement.
Il respectera strictement le "code de conduite européen" sur les
exportations d'armes, dont l’utilisation contre des civils pacifiques
est interdite.
Le PE estime que la nouvelle Constitution doit contenir explicitement la
protection de tous les droits fondamentaux, y compris la liberté de
religion et que toute prévision constitutionnelle ne laisse aucune
possibilité de discrimination de quiconque dans la société égyptienne.
Il appelle les autorités à ne pas organiser des élections libres sous un
état d'urgence et de mettre un terme à la loi d'urgence avant
l'élection
Le PE prend note de l'amendement au code pénal qui criminalisera la
discrimination fondée sur le sexe, la race, la langue, la religion ou la
croyance. Elle appelle les autorités à adopter une loi associative
nouvelle selon les normes internationales des droits de l'homme, en
consultation avec les ONG et les groupes de droits humains. Elle
souligne les droits des femmes et l’importance de leur participation
dans le développement démocratique de l'Egypte.
Le Parlement Européen appelle à la libération immédiate du blogueur
Maikel Sanad ; à mettre un terme sans délai aux procès militaires de
civils ; et à empêcher les actes d'intimidation directe ou indirecte
des organisations de la société civile
En cas de graves violations des droits humains de tout citoyen en
Egypte, des mesures supplémentaires seront adoptées par l'Union
européenne.

European Parliament condemns Egyptian Authorities for their violence against the COPTS
Resolution of the European Parliament – Thursday 27th October 2011
The European Parliament (EP) condemns the killing of the Copts who were
protesting peacefully at Maspero, is expecting an independent and
transparent investigation to hold all those responsible to account
including the Egyptian Media who called the Egyptian population to
“protect the Army from the Coptic attacks” ; and urges the Egyptian
authorities to release the 28 arrested Christians as well as others
arrested.
The EP is taking note of the Egyptian Government announcement for an
immediate decree to legalize the status of places of Christian worship
still with uncompleted building permits, and is stressing on fighting
discrimination and bringing to justice those responsible to violence
against the Copts.
It calls the Egyptian Authorities to ensure respect of all fundamental
rights, such as freedom of association, peaceful assembly, expression,
religion, conscience and thoughts, to all of Egyptian citizens including
Coptic Christians. The EP calls the Egyptian Authorities for adequate
protection of the churches and to put an end to their destruction by
Islamic extremists, and takes note of the adoption of a new Code for
building places of worship.
The EP is concerned by the kidnapping of Coptic girls that have been forced to Islam
It is urging the Egyptian Authorities to end the discrimination of
Coptic Christians, for example by deleting the reference to religion in
all official ********s and to ensure equal opportunities including
representation in Armed Forces, Parliament and in Government.
It will strictly abide by the “European Union code of conduct” on arms
exports, that is forbidding their use against peaceful civilians.
The EP takes the view that a new Constitution must explicitly contain
the protection of all fundamental rights including the freedom of
religion and that any constitutional provisiion leaves no possibility
for discrimination of anyone in the Egyptian society.
It is calling the Authorities not to conduct free elections under a
state of emergency and to put an end to the emergency law before the
election
The EP takes note of the amendment to the penal code criminalizing the
discrimination on the ground of sex, race, ********, religion, or creed.
It is calling the Authorities to adopt a new association law with
International Human Rights standards, in consultation with NGO and Human
rights groups. It underlines the women’s rights and their
participation in the democratic development of Egypt.
The EP calls for immediate release of blogger Maikel Sanad ; to put an
end without delay to military trials of civilians, and to prevent civil
society organizations from direct or indirect intimidation
In case of serious violations of human rights of any citizen in Egypt, further measures will be adopted by the European Union.

يدين البرلمان الأوروبي قتل
الأقباط الذين كانوا يحتجون سلميا في ماسبيرو ، ويتوقع تحقيق مستقل وشفاف
لمحاسبة كل المسؤولين بما في ذلك الإعلام المصري الذي دعا الشعب المصري
الى "حماية الجيش من هجمات الأقباط "، ويحث السلطات المصرية على إطلاق
سراح 28 مسيحيين اعتقلوا فضلا عن الآخرين الذين تم إلقاء القبض عليهم .
البرلمان الأوروبي أخذ علما
بتصريحات الحكومة المصرية ا لتى اعلنت عن اخراج مرسوم فوري لتقنين بعض
أماكن العبادة المسيحية التي تمتلك تراخيص بناء لا تزال غير مكتملة ، كما
شددت على محاربة التمييز وتقديم المسؤولين عن العنف ضد الأقباط إلى
العدالة
يحث السلطات المصرية علي ضمان
احترام جميع الحقوق الأساسية ، مثل حرية تكوين جمعيات والتجمع السلمي
وحريات التعبير والدين والضمير والأفكار لجميع المواطنين المصريين بما في
ذلك المسيحيين الأقباط ويدعو البرلمان الأوروبي السلطات المصرية لتوفير
الحماية الكافية للكنائس ، ووضع حد لتدميرها من قبل المتطرفين الاسلاميين
كما احيط علما باعتماد قانون جديد لبناء أماكن العبادة .
البرلمان الأوروبي يعرب عن قلقه ازاء اختطاف الفتيات القبطيات التي أجبروا على الإسلام
يحث السلطات المصرية لوضع حد
تمييز الأقباط المسيحيين ، على سبيل المثال عن طريق حذف الاشارة الى الدين
في جميع الوثائق الرسمية وضمان تكافؤ الفرص بما في ذلك التمثيل في القوات
المسلحة والبرلمان والحكومة .
والبرلمان الأوروبي سوف يلتزم
التزاما صارما "بمدونة سلوك الاتحاد الأوروبي" على صادرات الاسلحة ، الذى
ينهي استخدامها ضد المدنيين المسالمين .
البرلمان الأوروبي يرى أن
الدستور الجديد يجب أن يتضمن صراحة على حماية جميع الحقوق الأساسية بما في
ذلك حرية الدين ، وأن أي مباديء دستورية لا يمكن ان تترك أي إمكانية
للتمييز عن أي شخص في المجتمع المصري .
انه يدعو السلطات إلى عدم إجراء انتخابات حرة في ظل حالة الطوارئ ، ووضع حد لقانون الطوارئ قبل الانتخابات
البرلمان الأوروبي يأخذ علما
بالتعديل على قانون العقوبات لكى يعتبر جريمة اى تمييز على أساس العرق أو
الجنس أو اللغة أو الدين أو العقيدة. انه يدعو انه يدعو السلطات لتبني
قانون الجمعيات الجديد مع استخدام المعايير الدولية لحقوق الإنسان ،
بالتشاور مع المنظمات غير الحكومية وجماعات حقوق الإنسان. وهو يؤكد حقوق
المرأة واهمية مشاركتها في التنمية الديمقراطية في مصر .
البرلمان الأوروبي يطالب
بالإفراج الفوري عن المدون مايكل سند ووضع حد للمحاكمات العسكرية للمدنيين
دون تأخير ومنع الارهاب المباشر أو غير المباشر على منظمات المجتمع
المدني
في حالة وقوع انتهاكات خطيرة لحقوق الإنسان على أي مواطن في مصر سوف يتم اعتماد مزيد من التدابير من جانب الاتحاد الأوروبي
